The Demise of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the current period. By day, political struggles are fought: hopeful statements are released from various governments. Immense energy is allocated on restraining specific proposals. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "settlement".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from Russian territory, a ability afforded by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably provided by partner states. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly gives way to sober acceptance: perhaps the incoming missile won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.

Continuous Dangers

Following this, a heavy machine gun engaged a unmanned aircraft close by, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.

Periodically, this persisted until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and heating outages in multiple buildings as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those 24 hours illustrated Ukraine's vital need on external assistance – a reliance that regional partners are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new initiative from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, certainly, persist.

Political Considerations

It is easy to blame certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. Washington operates on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is unfeasible to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, US leadership does nothing to discourage Russia, through statements or actions, from thinking that the situation will not evolve additionally in its advantage in the near future.

Conflicting Perspectives

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a entire defensive failure until circumstances change in its advantage.

Current Realities

Factually, there are no genuine requirements for a armistice. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their objective will now be much harder after current events, it remains quite doubtful that this will modify their basic position.

These two forces are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.

While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
